Qatar Single Window Platform 2026: How Company Registration Works Now
Quick answer: The Qatar Single Window is the Ministry of Commerce and Industry’s (MoCI) online platform for establishing and licensing a mainland company. You sign in with NAS credentials, reserve a trade name, sign the establishment contract electronically, pay the fees and receive your Commercial Registration (CR) and commercial licence online. MoCI says the time needed to establish a company has been cut to about two days, provided your documents and approvals are in order.
Key takeaways
- The Single Window is the main route for mainland (MoCI) companies. Qatar Financial Centre (QFC), Qatar Free Zones and QSTP entities register through their own authorities.
- A CR alone does not let you trade. MoCI confirmed in July 2026 that no commercial activity may be carried out without a commercial licence.
- There are two routes: company registration (CR first, licence later) and comprehensive establishment (CR, licence, establishment registration and more in one application).
- The “two days” figure covers government processing only. Attestation, sector approvals, premises, banking and visas add time on top.
- Foreign investors can own up to 100% in most sectors, but must apply through the Invest in Qatar Center via the Single Window.
What is the Qatar Single Window?
The Single Window is a government portal run by MoCI where investors handle the steps of setting up and maintaining a business in one place. It started in 2019 and was extended to company incorporation in 2023. Before that, founders had to approach several authorities one after another, repeating the same paperwork each time.
Today you can use the platform to:
- Reserve a trade name and apply for company establishment
- Sign the establishment contract electronically and pay fees online
- Obtain the Commercial Registration and the commercial licence
- Add activities, add branches, amend records and renew
- Receive the establishment registration (linked to the Ministry of Interior)
Access is through the investor portal at investor.sw.gov.qa using NAS (National Authentication System) credentials. Do not confuse it with Qatar Customs’ Al Nadeeb system, which handles import and export clearance, not company formation.
What has changed in 2025–2026?
Most guides still describe the platform as it was at launch. These are the changes worth knowing:
- More services, mostly digital. MoCI reported 13 new e-services launched during 2025, with 89% of transactions up to Q3 2025 completed electronically and company establishment time reduced to two days. MoCI’s 2026 goals include shortening timelines further and connecting more government entities to the platform.
- Bank accounts through the platform. In January 2026 MoCI signed agreements with QNB and Doha Bank so eligible investors can open corporate accounts through the Single Window, reducing paper-based steps.
- Automatic renewal of establishment registration. Once you renew your licence and CR, the updated establishment registration is issued through the platform and can be accessed in the Metrash app.
- Adding activities is a two-step process. MoCI describes it as adding the activity to the existing commercial register, then submitting a commercial licence application. It used this process when it allowed freight companies to combine land, sea and air activities under one register in 2025.
- A new e-commerce licensing framework. Ministerial Decision No. 25 of 2026, in force since 16 March 2026, allows certain online activities to be licensed without physical premises. Our guide to the eCommerce licence in Qatar explains who qualifies.
- Clearer messaging on CR vs licence. In July 2026 MoCI stressed that a CR alone does not authorise trading.
Which companies can use the Single Window?
| Route | Regulator | Uses the MoCI Single Window? |
| Mainland WLL, single-person company, branch | MoCI | Yes. |
| مركز قطر المالي (QFC) | QFC Authority | No. |
| Qatar Free Zones | QFZ Authority | No. |
| QSTP / Media City | Own authorities | No. |
If you are still choosing between mainland, QFC and a free zone, decide that first. The Single Window only matters once you have chosen the mainland route.
Company registration vs comprehensive establishment
The platform offers two ways to establish a company. Choosing the wrong one is a common cause of delay.
| Company registration | Comprehensive establishment | |
| What you get | Trade name and CR first; licence and other items applied for separately | Trade name, CR, commercial licence, establishment registration and related approvals in one application |
| Best for | Founders who have no premises yet, or whose activity needs a regulator’s approval first | Founders with premises, documents and approvals already in place |
| Speed | Slower overall, because there are several applications | Fastest for straightforward activities |
| Risk | Easy to assume the CR means you can start | A missing approval can stall the whole bundle |
In simple terms: if everything is ready, use comprehensive establishment. If your lease or sector approval is not ready, register first and add the licence later.
How to register a company through the Single Window: step by step
1. Confirm your activity and any sector approval. Your activity determines fees, licence conditions and whether another regulator (health, education, food, transport and so on) must approve first. Get these approvals before you apply.
2. Check foreign ownership eligibility. Foreign investors apply through the Invest in Qatar Center via the Single Window. See the foreign ownership section below.
3. Sign in with NAS credentials. Resident founders or authorised signatories with a Qatar ID normally hold the login. Foreign shareholders without one generally act through an authorised representative.
4. Reserve the trade name. Names are checked against existing registrations and naming rules. In general, a name must not duplicate or closely resemble an existing one, must suit the activity, must not use restricted words (such as “Qatar” or “National” for government-linked entities), and should be Arabic-readable. Prepare a second choice.
5. Select the legal form and enter ownership details. Add shareholders, managers, authorised signatories and beneficial owners. These details feed directly into the Articles of Association, so errors here cause problems later.
6. Upload documents. The system routes your file to the relevant authorities and sends it back if something is missing.
7. Sign the establishment contract and pay. Signing is electronic, and fees are paid online.
8. Receive your CR, then your licence. The CR certificate and its electronic copy are issued through the portal. The commercial licence is also issued through the portal and lets you carry out the activities listed on your CR. If you used comprehensive establishment, these arrive together.
9. Complete the post-licence setup. Bank account, tax card, labour quota, visas and signage (see below).
CR vs commercial licence: what is the difference?
| السجل التجاري | Commercial licence | |
| What it is | The company’s legal identity | Permission to practise the activities on your CR |
| Lets you trade? | No | Yes |
| Needs premises? | Not necessarily | Usually yes, except the e-commerce framework |
| Where issued | Single Window | Single Window |
Trading, hiring or advertising before the licence is issued puts you at risk of penalties. If your lease is not ready, you can still register the company, but plan the licence application before you commit to a start date.
Documents you should prepare
Exact requirements depend on your legal form, activity and ownership. As a starting checklist:
- Passport copies and Qatar IDs (where applicable) for all shareholders, managers and signatories
- Details of beneficial owners
- Draft Articles of Association and shareholder details
- Tenancy contract for the licensed premises (needed at the licence stage)
- Regulator approvals for controlled activities
- For foreign corporate shareholders: the parent company’s commercial register, constitutional documents and a power of attorney, all notarised, attested and translated into Arabic
Overseas documents are the most common source of delay. Our document attestation و translation services teams prepare these in parallel so they are ready when you apply.
How much does it cost?
There is no single flat fee, because costs depend on the activity and legal structure.
| Item | Indicative amount | Source |
| Comprehensive establishment | About QAR 2,200 | Invest Qatar setup guide |
| MoCI application and annual licence fees | From about QAR 500 each, depending on activity | Invest Qatar setup guide |
| Establishment registration | QAR 200 | MoCI |
| Invest in Qatar Center review | No fee at the Center; standard MoCI fees apply after approval | MoCI |
Figures change, so use the fee search on the Single Window for your exact activity. Government fees are only part of the budget. Also allow for lease, attestation and translation, PRO work, accounting and bank requirements. Our cost calculator gives a fuller estimate.
How long does it really take?
The two-day figure is real, but it describes one stage. Here is the full picture:
| Stage | Typical time | What affects it |
| Document preparation, attestation, translation | Days to weeks | Country of origin, embassy queues |
| Sector or foreign-investor approvals | Set by each authority | Activity and ownership structure |
| Single Window processing | About 2 working days (MoCI figure) | Complete, consistent documents |
| Lease and premises | Before the licence stage | Landlord and activity rules |
| Bank account | After licensing | Each bank’s compliance review |
| Visas and labour approvals | After licensing | Quota and nationality |
As a planning guide, we usually tell clients to expect around 7–14 days to receive the CR and trade licence, including preparation and approvals, and a few more weeks to complete banking, visas and operations.
Can foreigners own 100% of a Qatari company?
Under Law No. 1 of 2019, MoCI states that foreign investors may invest in all economic sectors with up to 100% ownership, except banks, insurance, commercial agencies and other sectors restricted by a Council of Ministers decision. Applications go through the Invest in Qatar Center via the Single Window.
In practice, eligibility depends on your specific activity, so confirm it before you sign a lease or pay anyone.
After your CR and licence: the next steps
- Open a corporate bank account. You can now request this through the Single Window with participating banks, or directly. See corporate banking in Qatar.
- Register with the General Tax Authority and obtain your tax card. We can help with audit and tax assistance.
- Set up labour approvals, visas and WPS payroll. Our PRO services و WPS and payroll teams handle these.
- Display your CR and licence at the premises and follow municipality signage rules.
- Set up accounting and bookkeeping from day one: accounting and bookkeeping.
- Protect your brand with trademark registration.
- Diarise renewals. See CR renewal و how to renew an establishment card.
Why applications get returned or delayed
Applications are usually sent back with a reason rather than rejected outright. The most common causes are:
- Trade name conflict or a name that breaks naming rules
- Activity mismatch, where the chosen activity does not suit the business or the ownership structure
- Unattested or untranslated overseas documents
- A power of attorney that is too narrow to cover signing the establishment contract
- Inconsistent shareholder, beneficial owner or signatory details
- Premises that do not suit the activity, or a lease address that does not match the application
- A missing sector approval that should have been obtained first
Most of these are avoidable with a pre-submission check. If the cause is structural (for example, the activity is outside what foreign investors can hold), you need to change the plan, not just resubmit.
Should you apply yourself or use a consultant?
The platform is designed so that investors can apply directly, and many straightforward cases are completed that way. A consultant is most useful when:
- You are a foreign investor with no Qatar ID
- Your documents come from overseas and need attestation and translation
- Your activity needs approval from another regulator
- You want the company, bank account and visas coordinated as one project
Ayam Group has supported company formation in Qatar since 2014. We check your activity, ownership structure and documents before submission, so the file is complete the first time. Get a consultation or view our company formation services.

Go to the investor portal at investor.sw.gov.qa and sign in with NAS credentials. Foreign shareholders without a Qatar ID typically apply through an authorised representative or legal agent.
Is the Single Window free to use?
Access to the portal does not carry a fee, but services do. Government fees apply to company establishment, licences and establishment registration, and they vary by activity.
كم تستغرق عملية تسجيل الشركات في قطر؟
MoCI reports about two days for the Single Window process itself. Allow additional time for attested documents, regulator approvals, premises, banking and visas.
How much does it cost to register a company through the Single Window?
Invest Qatar lists about QAR 2,200 for comprehensive establishment, but the exact amount depends on your activity and legal form. Check the fee search on the portal before applying.
Can I register a company in Qatar from abroad
Most of the process is online, so a representative can handle it on your behalf, but check whether your case needs an in-person step, such as certain identity or signing requirements.
Can I open a bank account through the Single Window?
Yes, for eligible investors with participating banks. MoCI signed agreements with QNB and Doha Bank in January 2026 for this purpose. Banks still carry out their own compliance checks.
Why was my Single Window application returned?
Common reasons are a trade name conflict, missing or unattested documents, incomplete beneficial owner details, an activity that needs prior approval, or a lease that does not match the activity. Correct the issue stated in the portal and resubmit.
Is the Single Window the same as Al Nadeeb?
No. Al Nadeeb is Qatar Customs’ system for import and export declarations. The MoCI Single Window handles company formation and licensing.
