The eCommerce License lets you trade legally through a registered website or other electronic channel, with no physical premises tied to the permit. What Is an eCommerce License?
An eCommerce License is an electronic commercial permit. It allows eligible applicants to carry out approved commercial activities through registered electronic mediums, such as a website. The permit itself does not require a physical operating location.
In practice, you can sell products or services online under a licensed, legally recognised business, with your website as your point of trade. The license is issued through Qatar’s Ministry of Commerce and Industry (MOCI) framework, and many related services are accessible through the Hukoomi government portal.

Eligibility Requirements
To apply, you must meet all of the following:
- A registered Tawtheeq account. You need an account on the National Authentication System “Tawtheeq”, linked to a valid Qatari ID.
- No bans. None of the partners or the owner may be subject to a ban imposed by official authorities in the country.
- An active commercial registration (CR). The applicant must be listed in an active CR. If your CR is due, our company renewal service can keep it active.
Conditions to Meet Before Applying
Beyond eligibility, your business setup must also satisfy these conditions:
- The CR must be active.
- The CR must be on the Electronic licensing path. If your CR is set up on another path, it will need to be aligned first.
- You need at least one valid, registered electronic medium. Currently, the system accepts domains ending in .com.qa or .qa. A domain with another ending, such as .com, will not qualify, so register your Qatar domain early. The Communications Regulatory Authority (CRA) provides domain registration guidance, and you can also check domains.qa for the national domain registry.
Required Documents

- A No Objection Letter from the blocking agency, if your CR is blocked or reserved.
Common Reasons Applications Get Delayed

What is Tawtheeq, and why do I need it?
Tawtheeq is Qatar’s National Authentication System. You need a registered account with a valid Qatari ID to apply for the eCommerce License.
Can I use a .com domain for my online store?
Currently, the system accepts only domains ending in .com.qa or .qa. You can keep your .com domain for international customers, but you need at least one valid, registered .qa or .com.qa domain to qualify for the license.
Can I sell on Instagram or WhatsApp instead of a website?
The license requires at least one valid, registered electronic medium, and the system currently accepts .qa and .com.qa domains. Social media pages alone may not meet this condition. Contact us to confirm what applies to your business model.
My CR is blocked or reserved. Can I still apply?
You will need a No Objection Letter from the blocking agency. Without it, the application cannot proceed.
Do I need approvals for my products or services?
It depends on the activity. If your business activity requires existing approvals from a government authority, you must provide them. We can check this for you before you apply.
What if one of the partners has a ban?
There must be no ban on any partner or the owner imposed by official authorities in Qatar. A ban on any partner can block the application, so it should be resolved first.
